Pulsing Lights Slow at Night, will always be MORE Eye Catching then leaving them ON Steady or "Strobes".  So the Ships Capt/Pilot can get a fix on the beacon, Go Below.......               ....This is why the slower speed similar to a Coast-Guard Light House or Airfield Beacon were chosen.  Have you ever seen Strobes on High Tension wires at night in your CAR?  They seem to be Ever-Where!  You can NOT get a Clear "Fix" on their location.  Same is True with Strobes on Aircraft.   First there here then over there.  Never Knowing for sure where the "Heck" is that GUY?.
